Approved by State Supervision and Administration Association of State-owned Assets, Ministry of Commerce, Ministry of Civil Administration and so on in January, 2006, the original China Collectivity Commercial Enterprise Association was formally changed into China Association for Small and Medium Enterprises.

    Jinagming, Deputy Chairman and Secretary General of China Commercial Association, Chairman of China Collectivity Commercial Enterprise Association originally is acting as the Chairman and Artificial Person of CASME now.

    CASME is made up of small and medium enterprises who engage in retailing, wholesaling, manufacturing, life servicing and modern servicing and the related service institutions w hich are willing to working for small and medium enterprises.

Tenet of CASME:
    The  tenet of CASME is to ab ide by national constitution, laws, carry out the related guidelines and policies on small & medium enterprise made by Communist Party and State, insist on sincerity principle and comply with social morality ; Holding small and medium commercial enterprises together to participate in national economic construction and promote the prosperity of our socialism market economy; Based ourselves on commercial service, carrying on related commercial activities and assisting small and medium enterprises to strengthen external economy cooperation and development; As a main bridge we bring our functions into play fully to set up bridge between government and enterprises, insisting on service for the holistic interests of enterprises and vindicating the legal rights for our members; Undertaking all works assigned by government and taking on industry self-disciplined supervision.

According to the commission of the related government organization and CASME's regulations, the main functions of CASME are as follows :

I.  To submit any important problems and policy suggestions occurred during the development and reformation of small and medium enterprise to government organization. To join in making integrated development strategy and regional development plan for small and medium enterprises, complete every task assigned by government organization.

II.  To coordinate the cooperation between the small and medium enterprises, set up a bridge between small and medium enterprises and government organization, carry on industry self-discipline and vindicate legal rights for our members.

III.  According to government organization ' s request to recommend and advanced and typical small and medium enterprises and organize commending activities to promote the harmonious development.

IV.  To organize national commodity transaction and exhibition, help small and medium enterprises to develop market and set up new operation mode and channels for commodity circulation.

V.  To join in making, emending and implementing of industry standard and related national standard, and chose excellent enterprises through public appraisal with commission from government organization.

VI.  To coordinate credit guarantee service, lessen the financing pressure of small and medium enterprises.

VII.  To organize international cooperation and communication, help small and medium enterprises to introduce advanced technology, operation and management method, and capital project from abroad. To induct small and medium enterprises to develop from small one to big one, from weak one to strong one, from scattered one to combined one.

VIII.  Undertaking the commission of government organization to collect and analyze data about small and medium enterprises in order to provide reference for State to make development strategy for small and medium enterprises.

IX.  To establish information network to be an exchange platform for small and medium enterprises.

X.  To carry on trainings on management, technology, import-export business and developing project to enhance the comprehensive quality of small and medium enterprises and promote the development of small and medium enterprises towards modernization.
